Oil Filter Question...?

Two auto technicians are discussing automotive oil filters. Technician A says that an oil filter usually contains a
bypass valve that allows oil to flow through the filter if the filter becomes blocked. Technician B says that the
bypass

The oil pump and its pressure relief valve control the oil pressure to
the engine... and most filters do have a means of bypassing but this
has nothing to do with the engines oil pressure...
