Can anyone help me figure out what is wrong with my son's car a 1993 Dodge Dynasty?

The car is a 4 cyl. 2.5 ltr. automatic. I bought it for him last summer to be his first car. Circumstances turned it into my husband's daily driver for a while. Every once in a while the car would just quit. We did notice that there was a strange wire

you know i don't have alot of experience with Dodge cars, let alone with cars in general, but I did study at Lincoln Tech. My obvious guesses could be the wrong ones but maybe perhaps it could be looked at.
