However he says it was scratched a lot by keys in this period but he stripped it to bare metal and resprayed it. Will this be ok or potential rust heap in time.Its about 30% cheaper than market value too.

Needs to be 30% or more cheaper as it will not be insurable to its normal market value.
If stripped to bare metal it will not be as good as a factory paint job which gets a lot better rustproofing than in a respray.
